ന്യൂഡൽഹി: രാജ്യത്തെ സ്കൂളുകളിൽ ഏകദേശം 10 ലക്ഷത്തോളം അധ്യാപക തസ്തികകൾ ഒഴിഞ്ഞുകിടക്കുന്നതായി പാർലമെന്ററി സ്റ്റാൻഡിങ് കമ്മിറ്റിയുടെ റിപ്പോർട്ട്. ഈ ഒഴിവുകൾ എത്രയും വേഗം നികത്തണമെന്ന് സമിതി കേന്ദ്ര സർക്കാരിനോട് ആവശ്യപ്പെട്ടു. 2024-25 വർഷത്തെ കണക്കനുസരിച്ച്, പ്രാഥമിക വിദ്യാലയങ്ങളിൽ 5.73 ലക്ഷം (12.6%) തസ്തികകളും സെക്കൻഡറി സ്കൂളുകളിൽ 4.10 ലക്ഷം (16.8%) തസ്തികകളുമാണ് ഒഴിഞ്ഞുകിടക്കുന്നത്. ആകെ ഒഴിവുള്ള തസ്തികകൾ 9.83 ലക്ഷമാണ്, ഇത് മൊത്തം തസ്തികകളുടെ 14.07% വരും.
കരാർ നിയമനങ്ങൾ അവസാനിപ്പിക്കണം
കേന്ദ്ര സർക്കാരിന് കീഴിലുള്ള നവോദയ, കേന്ദ്രീയ വിദ്യാലയങ്ങളിൽ 30 മുതൽ 50 ശതമാനം വരെ ഒഴിവുകളുണ്ട്. ഇവിടെ കരാർ നിയമനങ്ങൾ വ്യാപകമാണ്. ഇത് സംവരണ മാനദണ്ഡങ്ങൾ പാലിക്കാത്തതിനും കാരണമാകുന്നു. കരാർ നിയമനങ്ങൾ അടിയന്തരമായി അവസാനിപ്പിക്കണമെന്ന് ദിഗ്‌വിജയ് സിങ് അധ്യക്ഷനായ സമിതി നിർദേശിച്ചു.
നിയമനത്തിന് തയ്യാറാകാത്ത സംസ്ഥാനങ്ങൾക്കുള്ള ഫണ്ട് തടയണം
സമഗ്ര ശിക്ഷാ അഭിയാൻ (SSA) ഫണ്ട് ലഭിക്കുന്ന 14.8 ലക്ഷം സ്കൂളുകളിൽ, ഏകദേശം മൂവായിരത്തോളം സ്കൂളുകൾ കേന്ദ്ര സർക്കാരിന്റെ നേരിട്ടുള്ള നിയന്ത്രണത്തിലാണ്. നിയമനത്തിന് തയ്യാറാകാത്ത സംസ്ഥാനങ്ങൾക്കുള്ള SSA ഫണ്ടിൽ അധ്യാപകരുടെ ശമ്പള വിഹിതം തടയണമെന്നും, നിയമനം ഉറപ്പാക്കിയ ശേഷം മാത്രം ഈ വിഹിതം കൈമാറിയാൽ മതിയെന്നും സമിതി നിർദേശിച്ചു. 2026 മാർച്ച് 31-നകം എല്ലാ ഒഴിവുകളും നികത്തണമെന്നും സമിതി ആവശ്യപ്പെട്ടു.
അധ്യാപക വിദ്യാഭ്യാസ സമിതിയിലും ഒഴിവുകൾ
രാജ്യത്തെ അധ്യാപക വിദ്യാഭ്യാസ നിലവാരം ഉറപ്പാക്കേണ്ട നാഷണൽ കൗൺസിൽ ഫോർ ടീച്ചർ എജ്യുക്കേഷനിലും (NCTE) ധാരാളം ഒഴിവുകളുണ്ട്. ഗ്രൂപ്പ് എ തസ്തികകളിൽ 54 ശതമാനവും, ഗ്രൂപ്പ് ബിയിൽ 43 ശതമാനവും, ഗ്രൂപ്പ് സിയിൽ 89 ശതമാനവും ഒഴിവുകളാണുള്ളത്. 2019-ന് ശേഷം NCTE-യിൽ സ്ഥിരം നിയമനങ്ങൾ നടന്നിട്ടില്ല എന്നും റിപ്പോർട്ടിൽ ചൂണ്ടിക്കാട്ടുന്നു.
The news report highlights a significant shortage of teachers in schools across India, with nearly 10 lakh teaching positions currently vacant. According to data from 2024-25, there are 5.73 lakh vacancies in primary schools and 4.10 lakh in secondary schools, totaling 9.83 lakh empty posts.
A parliamentary standing committee on education, led by Digvijay Singh, has urged the central government to take immediate action to fill these vacancies. The committee noted that Central and Navodaya Vidyalayas have 30 to 50 percent of their posts vacant. It also criticized the widespread use of contract-based appointments in central schools, which often bypass reservation policies, and recommended that this practice be stopped immediately.
The committee further suggested that the government withhold the salary component of the Samagra Shiksha Abhiyan (SSA) funds from states that fail to fill vacant positions, releasing the funds only after the states have committed to making the appointments. The report set a deadline of March 31, 2026, for all vacancies to be filled.
Additionally, the report pointed out a high number of vacancies within the National Council for Teacher Education (NCTE), the body responsible for ensuring the quality of teacher education. The NCTE has not made any permanent appointments since 2019.
