സ്‌കൂൾ കെട്ടിടങ്ങളുടെ സുരക്ഷ ഉറപ്പാക്കുന്നതിന്റെ ഭാഗമായി രാജ്യത്തെ എല്ലാ സ്‌കൂളുകളിലും അടിയന്തരമായി പരിശോധന നടത്താൻ കേന്ദ്രസർക്കാർ നിർദേശം നൽകി. സർക്കാർ, എയ്ഡഡ്, സ്വകാര്യ സ്കൂളുകളിലെ ജീർണിച്ചതും ഉപയോഗശൂന്യവുമായ കെട്ടിടങ്ങൾ കണ്ടെത്താനാണ് ഈ നീക്കം. പരിശോധന എത്രയും വേഗം പൂർത്തിയാക്കാൻ കേന്ദ്രം സംസ്ഥാനങ്ങൾക്കും കേന്ദ്രഭരണ പ്രദേശങ്ങൾക്കും നിർദേശം നൽകിയിട്ടുണ്ട്.
ഓഗസ്റ്റ് 7-ലെ നിർദേശമനുസരിച്ച്, സുരക്ഷിതമല്ലാത്ത കെട്ടിടങ്ങൾ പൊളിച്ചുമാറ്റുകയോ അറ്റകുറ്റപ്പണി നടത്തുകയോ വേണം. യോഗ്യരായ എഞ്ചിനീയർമാർ സുരക്ഷിതമാണെന്ന് സാക്ഷ്യപ്പെടുത്തുന്നതുവരെ ഇത്തരം കെട്ടിടങ്ങൾ ഉപയോഗിക്കരുതെന്നും അധികാരികൾക്ക് നിർദേശം നൽകി. കേന്ദ്ര വിദ്യാഭ്യാസ മന്ത്രി ധർമേന്ദ്ര പ്രധാൻ ലോക്സഭയിൽ ഇക്കാര്യങ്ങൾ വ്യക്തമാക്കി.
കൂടുതൽ അറ്റകുറ്റപ്പണികൾ ആവശ്യമുള്ളതോ പൊളിച്ചുമാറ്റേണ്ടി വരുന്നതോ ആയ കെട്ടിടങ്ങളുള്ള സ്കൂളുകളിൽ താൽക്കാലിക ക്ലാസ് മുറികൾ ഒരുക്കാനും നിർദേശമുണ്ട്. ഇങ്ങനെ ഒഴിവുവരുന്ന സ്ഥലങ്ങൾ കളിസ്ഥലങ്ങളോ, പോഷകാഹാര തോട്ടങ്ങളോ, അല്ലെങ്കിൽ വിദ്യാർത്ഥികൾക്കുള്ള നൈപുണ്യ പരിശീലന കേന്ദ്രങ്ങളോ ആയി ഉപയോഗിക്കാം എന്നും എംപി അലോക് കുമാർ സുമന്റെ ചോദ്യത്തിന് മന്ത്രി മറുപടി നൽകി.

സുരക്ഷിതമല്ലാത്ത കെട്ടിടങ്ങള്‍ ആവശ്യമെങ്കില്‍ അറ്റകുറ്റപ്പണി നടത്തുകയോ, ബലപ്പെടുത്തുകയോ, അല്ലെങ്കില്‍ ഉടന്‍ തന്നെ പൊളിച്ചുമാറ്റുകയോ ചെയ്യണം.

പുതുതായി നിര്‍മിച്ചതോ അറ്റകുറ്റപ്പണി നടത്തിയതോ ആയ കെട്ടിടങ്ങള്‍ക്ക് യോഗ്യരായ എന്‍ജിനീയര്‍മാരില്‍ നിന്ന് ഫിറ്റ്‌നസ് സര്‍ട്ടിഫിക്കറ്റ് ലഭിച്ച ശേഷം മാത്രമേ ഉപയോഗിക്കാന്‍ പാടുള്ളൂ.
English Summary: Central Government Mandates Saftey Audit for All School Buildings
The cetnral government has ordered an immediate saftey audit of all school buildings across the coutnry, including those in government, aided, and private sectors. The goal is to identify and address dilapidated or unsafe tsructures. States and Union Territories have been intsructed to complete this inspection as soon as possible.
According to a directive issued on August 7, any unsafe buildings must be demolished or repaired. They are not to be used until a qualified engineer certifies them as safe. Union Education Minister Dharmendra Pradhan confirmed this in the Lok Sabha.
For schools that require extensive repairs or demolition, states have been advised to make temporary arrangements for classes. The land freed up can be used for playgrounds, nturitional gardens, or skill development centers for students.
Key directives for states and Union Territories include:
Urgent Inspection: Conduct an immediate saftey audit of all school buildings to identify unsafe tsructures based on national guidelines.
Action on Unsafe tSructures: Immediately repair, tsrengthen, or demolish unsafe buildings or parts of buildings.
Prohibition of Use: Do not use such buildings for classes until they are certified as safe by a qualified authortiy.
Alternative Use of Space: Use demolished areas for other school activities.
Temporary Arrangements: Provide temporary facilities to ensure classes are not dsirupted during major repairs or demolition.
Monthly Reporting: Ditsrict education officers and local authorities must monitor progress and submit monthly reports to state and disaster management authorities.
Fitness Certificate: New or repaired buildings can only be used after a fitness certificate from a qualified engineer is obtained.
